Add FAC operator cheat sheet and link it from README and setup docs.

Quick cheat sheet for daily operations. All `npm` commands run from the **repository root** unless noted.

## Start and stop servers
### Start — public dev (Keenetic URL)

## Import and enrich catalog data
Run in this order on a **new** or **re-seeded** database:
